I have this thing called causmonaut for pro tools... at fist i was like wtf is this but then i got it to make good radio style sounds with your choice of beep or static anytime the voice stops for a set amount of time you choose.... say .5 seconds.....

Also instead of looking for something that crates the effect try making it yourself by thining out the voice with eq and add a bit of distortion and slip a faint lair of radio static underneath it all... worth a try anyway.

the star-wars stuff was done with ham radios dialing in and out of the station on both the transmitter and receiver (they talk about the technique on the thx1138 dvd).

I've been wanting to try to simulate this with the fm transmitter I bought for my ipod and an old radio with the classic dial and tape recorder. dial in and out during transmission.

or you could use the old rob zombie method and buy some walkie talkies from the toy store or a baby monitor. use these around electronics prone to radio interference.
