Kanye is good and I enjoy his beats, but he doesn't inspire me. Also, he really took what someone else created, developed it a little further to make it his own style and ran with it. If he sticks around, he might end up on a top 5 list...but not yet.
Regarding Timbaland and The Neptunes, you may not like their style, but you can't really knock their talent. They've made their own style, a new style, which has been so much in demand the last 2-3 years.
A label can place any of their wack ass, rapper of the month on their beats and get a hit cause their beats will carry it. I don't condone it, but it goes to show something about their beats.
However, when it all comes down to it, I don't think that you can compare them. Kaney's beat are more Hip-Hop with a little mainstream vibe, and Timbaland and The Neptunes are more mainstream with a Hip-Hop vibe.
Whether or not Kanye is arrogant and cocky, I really don't care. He isn't my friend and I don't work with him, nor does it influence how I perceive his music.
