I read it, but I didn't get it, what's the new sampling rule? You can use 3 notes without payin fees?

No, it was a "ruling"....Like, a court ruling that the Beasties were given recently. They were gonna get sued for using a famous composers flute sample with 3 notes in it, that had a similar feel as the original composition. THat was what the owner was trying to sue over. The fact that the owner claimed that the Beasties "copied" the exact composition as well was taken to court. The judge in tha end said thats not enough evidence to hold this against the beasties since they only used three notes in the key of C. THe owner was that anal about it......So then, i guess the beasties had later started to combine efforts to create what will be known as Creative Commons....this would be where the owner of the song gives full abilities to whoever to chop, slice and dice as they please without the Beef....Jus thought that was interesting.

Hey thats hwo this world is....Its understandable....Everybody wants theres.
Guess it comes down to your ethics regarding that shit. Like, basically if you tend to sample a whole bunch, tasteful or not - you really otta consider letting other cats sample you since thats what your doin to various artists....So, considering i really enjoy both sampling and writing from scratch - I totally respect the idea of lettin other cats sample me,...lol....Cant ever see the day coming, but if it ever did - its only fair game.
