Im not from there but I would suspect there would be an ass of people there who make beats!?

If you dont have some type of recording set up at home then your right , there is nothing anyone here can do for you that doesnt stay in that area, recording over the net requires both parties have the neccessary gear.
Like ya boy just said , go to sme events and try and approach some local cats that seem right for you.
If your serious with someone and tell them you like their sound and what your looking for they may help you out!
