Akai S1000/S3000 can be converted with Chicken Systems Translator, and perhaps Akai Converter and Awave Studio.

Akai S1000 and S3000 reads this format, actually I think most 'S' samplers after S1000 read this format.

Akai S100 in this case should be referring to a sequencer model. Akai as I am aware uses two file formats one with the extension (.s) which works with the models S100.S1100,S01 they also have a format with the extension (.snd) the popular one which works on models Mpc 60/2000/3000.... and if I am correcly judging the cd you saw is just making clear to the folks which machine the cd is compatible with or they're telling the world that they're selling authentic Akai samples from back in the day. It is also possible to be convert these to wav. and other formats including: Sf2, Reason NNXT, Battery, Kontakt and more by getting CD-XTRACT or my fav AWAVE STUDIO.
Hope I Helped
