The use of chinas/splashes/rides is great. Not sounds you hear in typical hip-hop beats.
That clipping kick has sooo much character/meat/phatness...but maybe not for this tune? For me a boomy kick that matches the verbed out snare would go much further in encapsulating the rock vibe of this tune. Shit, maybe even lifting the Levee Breaks, break, would fit.
This definitely a left-field beat. I like the elements, but not the sum of them. I think a dope Def Jux era rapper could really do something great on this beat, but there's a cohesion that's missing.
EDIT: having listened back several times now, I kinda like the lack of cohesion. There's a disjointed, unsettling nature to the track that I think does have that "emotional" quality you mentioned.
