Hmm...In Logic you can use the global beatmap track to organize tempo changes according to audio material that changes, but if you want to change the actual audios tempo in particular areas, you would have to change the tempo in that spot and then time stretch that portion of the audio. You... -

E - Try using the Strip Silence feature in the local contextual menu. It wont cut your file into equal grid slices, but it will detect attack and decays according to your settings and then slice out all the silence that exists in between words, etc. Or.... You can use the Apple Loops Utility... -
